CAMPO is the Capital Area Metropolitan Planning Organization ( campotexas.org )
On May 4, 2020, they published a 2045 plan for many of the highways in the Austin metro area: www.campotexas.org/regional-transportation-plans/2045-plan/
Underneath that is the MoKan/Northeast Subregional Plan, which covers our area: www.campotexas.org/wp-content/uploads/2021/05/FINAL_MoKan_2021.pdf
The subregional plan includes US 79, FM 685 / Chris Kelley Blvd, and the southeast loop.
Last year I saw an article that CAMPO was about to start studying US 79 plans from AW Grimes to Taylor. I brought this up to the CM to ask about our engagement with CAMPO because we need to be in the middle of that conversation, not sitting on the sidelines waiting for a plan from CAMPO that may or may not be good for Hutto. In later meetings with the CM, I learned that city staff and CAMPO staff have had some discussions, including some CAMPO people coming to city hall. I don't know any details of those discussions.
Looking at the current subregional plan, on page 5 we can see that Hutto had a staff representative (former city engineer Samuel Ray). I don't recall seeing any updates on CAMPO or the subregional plan presented to city council. Looking at the plan document, none of the public information sessions were held in Hutto. On page 4, we can see that the CAMPO Transportation Policy Board has elected officials from Round Rock, Georgetown, Pflugerville, Cedar Park, San Marcos, Austin, Williamson County, Travis County and others, but no Hutto representation. Unfortunately, we won't be eligible for a seat until we reach a population of 50,000.
Moving forward, there are some things we should address.
First, we need continued staff engagement with feedback to council. I believe we have better staff engagement now, we just need to continue that and start looping council in on the results of that engagement. We will not have a dedicated spot for a Hutto city staff member on the Technical Advisory Committee until we reach a population of 50,000. Until then, there is one position Williamson county can appoint from any city under 50,000 in population. Right now that spot is held by Tom Yantis on Taylor's staff. It would be good to have a Hutto staff member considered next time the county is appointing to this committee.
Second, we need to make sure Hutto is included for public input on any plan updates / new plans being considered.
