Question for the group....
If the City Council approves a contract, contingent on quarterly updates, and we do not get quarterly updates for almost a year, does that make the contract null and void? Should the City continue to pay out money when what the City Council approved is not being done? And, assuming that the City Attorney says that we don't have to pay due to the City Council stipulations not being met, how do we get the City to not pay any more?

I think as council we need to have a calendar of triggering events setup so that everyone is informed of upcoming due dates and that a comprehensive audit needs to be done to start that accountability going forward and ensure contract penalties/remedies are stated going forward as a best practice.

I agree that CC needs a calendar of triggering events. I don't think that we SHOULD have to have this, but as the Mayor Protem and I are finding out, we make a lot of decisions and it looks like we are getting blown off as things aren't getting done. I am 100% confident that James will get this done, but like the budget this past year. It was a mess. Worse than the year before. Expectations were set and then we get the budget and we regressed.
